This is a hugly intresting debate, and to be fair there is no true answer. No matter what system you use people will find a way to give themselves a better rank than is truly reflective of their skill. As a casual player myself I love the ladder system and on the whole people with a higher rank are better players and its only the top few percent where people work the system with other players to get more points.

I like the idea where people with a high rank finishing below where they would be expected to finish lose ladder points.

I also agree that points should go down for not playing, this gives good motivation for people to return to the game regularly and hopefully keeps plenty of people to race against. This doesnt solve the problem of the more people play the higher their rank is, in fact surly it makes it worse! A fantastic racer who doesnt have the time to race reguarly will be lower than his true rank. But in this case it makes your ladder level as much a representation of your commitment the game COMBINED with your skill. I believe this is not nessesarily a bad thing!
