I think the demo release date/time depends of the sold copies of the game of first instance.

Maybe they are smart and don't want to push uncomplete game to bigger audience, that's why price is huge

There's no "TrackMania Turbo Trial" in the "free game" section as described in the Uplay page of TrackMania Turbo

Then it is not yet there. Perhaps Nadeo is waiting for first feedbacks about the PC version, or the servers were that much busy that they coudln't upload the demo version.
Just try to be patient, and in the meantime read the reviews and comments of the others...

It seems the demo is only for PS4 & XBOX
