Ok so i fixed my problem with smoothness. I lower car reflections from high to high during replays and turn on vsync only in nvidia settings, and off in the game, Fix the fullscreen with deleting this file. Mixed grapfhic settings as i wrote before. And now i have stable 144fps in every TM2 Game and every track, no drops... The background is super smooth. Thanks for help everyone!

Today i was entering mania planet and bang - windowed full But its not an issue. I just have to remember to change it. Its not always just sometimes... The game is super smooth now and thats the most important thing.
