You should install latest Realtek Audio Drivers, you are using Windows Default Drivers. Besides Windows 10 1804 is not the latest you should upgrade to 1809 or in the next weeks to 1903.

I disagree, you really don't need to upgrade to 1903 or 1809. I'm also still stuck on 1803 and have no issues. (However, support for 1803 ends on November 12, 2019, so you should update at least before that date.)

by replacing the DLLs with the ones in system32, it works but it sounds like I'm always free-wheeling. No engine sounds. Updating the audio drivers makes no difference. It also doesn't matter which audio device it's outputting to, nothing works.

Installed the drivers, but to no avail. Which system do you have exactly? Could you please share the details that are not visible in the log?
Is it a notebook, a desktop of a specific brand, or built by yourself?
Which soundcard does it have, and which kind of speakers are you using? Built-in, built-in in your screen, externals, connected how?
Also, which video card does it have?
Recently I had the following issue: after the upgrade from Win10 1709 (!) to 1903 (I was finally able to get it working yeah )
the sound was muted, although everything seemed to be ok.
After all I did not change anything to my system.
What had changed... some drivers had been (re)installed automatically during the successive upgrade procedures.
And somehow one little but important setting was modified...
I keep a 3,5 connection cable for headphones attached to the front panel of the Soundblaster X-Fi card, but without the headphone connected (due to shifting and storage issues).
Normally, using that connection mutes the line out of the soundcard at the rear of the PC.
But I had switched that automatic muting off a long time ago, but this setting was reset during the upgrade procedure.
And so I was not able to hear anything from Windows, Maniaplanet etc.
I was searching for some time before I checked everything and found that switch again.
Because in the Windows audio control panel, sound was alwys visible on the meter.
If I had connected the headphone, I would have heard that it is playing...
Also, use the left mouse button on the small speaker symbol on the system try. What is written at the top?
There I can switch between the different outputs (line out, headphone, SPDIF, Audio output on the PS4 pad).

I'm using the integrated sound on my Z170A Gaming M7 (Realtek ALC1150) (msi . com/Motherboard/Z170A-GAMING-M7/Specification).
I'm using my headphones and tried both the line-out (Speakers (Realtek High Definition Audio)) and front (Realtek HD Audio 2nd Output) output provided by the motherboard.
My video card is a GeForce GTX 1080 Ti.
I don't have any problems with it in any other context, it's only Maniaplanet that remains silent.
