I don't think Nadeo will make/support something themselves that gives the possibility to have elements of an environment that you haven't bought....

Do you think that Nadeo might make it so you can chose what car you drive on the track you have made. For example when you are finishing up you can pick a car from a menu where you can chose the car that the people will drive. But you will need to own all the current environments to do it and stuff.

In order for competition to be fair the cars MUST all handle the same. This is the way real world racing works or at least tries to work. TM2 will be no different i suspect.
The differences in people's driving styles will be suited to certain environment physics. For example that is why some people drive Island better than say Stadium and vise versa. The ability to make a car handle differently inside a single environment would, in my opinion, encourage and open the door to unwanted hacking.

That's why he mentioned it and that's why the envimix maps are blocked from the TMF ladder.
