Maybe you could make a restriction by giving a person, who would look after those keys and don't let to sell those keys. That's my only idea by now.

The solution for the "I-am-selling-a-betakey-guys" is just simple.
Hylis's riddles are too clever and too tricky for those guys. So only trusted community-members are able to solve the riddles. That means, that no one can sell betakeys.
