Since the traceroute stops at you router, I would say that your router is miss-configured and is blocking our IPs (no idea why) in the 5.135.65.x range.
Could you confirm that your ISP is PenteleData?
I've just contacted them via the chat on their website and their answer is:
There is an ongoing issue right now that's affecting many of our customer's ability to reach certain websites, it is being investigated. For specific troubleshooting we would probably need to have the customers call in so we can do some troubleshooting to see if they are affected by that issue, or if there's something else going on that's affecting their ability to connect to your server.
