I understand the idea and I see why it would be helpful, but I dont really find the commentary on the video making an implication that a device such as your idea would be implemented. While easier tools from builders are mentioned, I think that the copy/paste and other features such as the "mixing" option seen on alpha are more in line with what he is talking about.
I personally think that the copy/paste feature will fill the general objectives you suggest in your two phase system, where you can prevent hitting edges becoming a problem. Adding a second phase for your feature seems like a cumbersome and redundant option versus just copying parts, which isnt limited to just moving the whole track.

With the copying/moving function you have to select blocks you want to move and think where to place it so you needn't move it again soon. With the two-phase editor all these requirements would be gone (sorry, maybe it isn't the right expression but I'm not a native speaker) because you would never meet edges (excluding limitations). I think that the two-phase and the copying/moving can coexist well; the two-phase for preventing meeting edges, the copying/moving for copying/moving blocks (not due to edges).
