Here's the thing: Nobody wants learn 10 pages of names.. And "It's always been like that" is not a reason to do the same mistake again!
New players will hate it.
Sign selection should show the images of the signs so you actually know what you are selecting! 
Indeed this page fliping and list display looks like 20th century.
How about some kind of scroll bars with list that displays text + pictures?
Search, favorites and most used and last used items functions?
Not just in this list, but in every list in the game.

It won't be the same, the image come from an internal dev-alpha version, the "public" interface of the track builder is made to be used with a gamepad.

since xml is used for that overlay selection window it could be made with variable positioning for the icons (pictures of the signs!) to adapt to large

So with this you got on a 1920x1080 screen 27 signs with name and preview picture, for smaller screens they just flip to next row/page / easy variable xml^^)
And maniaplanet should also benefit of these developments (update this into mp not only in turbo!)
The same should be done for all overlay windows all over the game (variable positioning with picture preview; where it make sense ^^)

Something I'd like to see in MP4 that I don't recall ever seeing suggested is more controls while viewing replays. Right now there are three buttons: Restart - Pause - Play. I'd like to see Fast Forward, Fast Reverse, Reverse and Slow Motion as additional options. Maybe even a frame advance option.

We could also have a scrollbar, much more practical then the pagers

There are such great tools to make those things why not use them.

allow to disable custom music and play the default music instead, turning off the music and listen to the music player is not a solution
playing Single Maps through Local Play is just as bad as it was in United, the interface is awful for controllers, there is no way to simple play the map with a confirm button and selecting to delete the map by accident is easy to do, turning the page is also really painful making it even harder to navigate
it's also arranged like a directory tree, once again, bad for controllers
a way to play the next or previous track without going to the menu, like putting it at the pause menu and at the end of the race
when starting the game it tries to connect, then login in and then connect again.
edit: the controller implementation in the maniaplanet menu is pretty nasty in general, i know i should prove my point instead of just saying "it's bad" but i don't really feel like explaining, the whole controller scheme really feels more like an afterthought, i cant even select the server list in multiplayer, what the hell

I agree. All those points should be addressed.
As for playing the next track, even going back to the menu but having the next track already selected and continue highlighted would be a step saver. But yea, ideal would be a "Play Next Track" button on the end of race screen.
I have "don't check internet connection on startup" checked but still get a connection error message I have to acknowledge every time I want to play offline.

Talking about Paint Mode (Block painting) for PC, you should add the feature to :
1. Create a category / Theme | 1.1 Delete a category / Theme
2. Edit categories (Delete sign, add signs, update signs, etc.)
3. Having a Search option for easier finding of the right paints.
4. Make people being able to impose a price on their created theme, for example, ESL theme could be 25 planets for the whole pack.
5. Make multiple signs block placed side-by-side from each others "mergeable" (they make all once) by using a checkbox or where user select each signs he wants to be connected togheter.
6. Share your theme online : Similiar to Create a theme but it should take your pack, do the "somehow" creation process and sending it.
7. While creating yoru pack, make it "self-updating".

i feel like i am being the captain obvious here but i will say it anyway.
if Lagoon actually gets released on ManiaPlanet could you please please PLEASE make the other cars able to use the rollercoaster to go upside down like the Lagoon car. it will really hurt environment mixing if it doesn't, assuming we will have any (lol Stadium).
