Does nadeo have any plans of implementing multi-threading? Not really sure the point of this thread when it's painfully obvious that this game runs poorly because it's only using 1/4th of our quad core CPUs.

You obviously don't know how multi-core works to ask such a question. And ManiaPlanet is obviously multi-threaded but as you don't know anything on this subject, that won't help you.

Then why does it never go above exactly 25% CPU usage while FPS drops occur and my GPU usage is usually around 40%
I load up BF3 and nearly all of my CPU is used and it runs nearly as good with 64 players and vehicles

...because BF uses the CPU much more, as it is a mix of first person shooter and realtime tactical/strategic game. Anyways different games use CPU and GPU differently.
In ManiaPlanet you can change many video settings which have effect on the fps rate.
Could you please indicate your system hardware configuration (CPU, video card) and also upload your current configuration file (like Default.SystemConfig.Gbx from your documents folder ManiaPlanet\Config )?

CPU: Intel i7 2700k @4.7ghz
Mobo: Asus P8Z77-V LE
RAM: 8GB DDR3 1600
GPU: Visiontek Radeon 6970 @930/1440
HD: Corsair Force GS 180GB SSD
Asus VG248QE 144hz Monitor

I've never seen this game use more than 23% CPU, my GPU is usually around 40-45%. Don't get me wrong, the performance is ACCEPTABLE, but I think I have a fairly modern PC and I would think I should be able to achieve my goal of 150 stable fps on the lowest possible settings in elite mode when only 4 people play at a time... Even on the highest quality settings, my CPU usage hovers around 25%.
Would like an update on that CTRL+F11 command too, as I'd like to give as much detailed info as possible to help Nadeo (if they really care).

I'm not sure what you are refering too because obviously ManiaPlanet uses multiple core.
For instance on my system with only ManiaPlanet running :
Could you take a screen of the Performance tab in the task manager?
How many FPS do you have?
Is anything wrong at all ?
