No.
No it's not.

I'm still unable to login. Infact i've been unable to login before the main servers appeared to go down. Now it's back to the point where I can select my profile but not connect.

According to one of my buddies, it shows me as connected. So what this means, unlike every other online game i've ever played, this won't auto disconnect you after so long if you're not actually, you know, playing it.. Which is wonderful.
4 hour timeout from the main server...just be patient. It's frustrating, but it's a safety measure. As for grizzly_driver's issue...I'm sure that someone will look into this quick--as is proven by the fact that Nadeo's been busting their butts this weekend to get it fixed...o_o I don't think Ubi'd be so quick about fixing a problem if it were truly under their banner... :P

Can someone post the specific steps that one would take to run this game offline? I understand that servers go down and have patience for that, however, I don't need to explain why I should be able to run a game that I purchased in offline mode to practice, play, make tracks, etc.

It's kind of odd. :-? If you've had a successful activation exactly previously (If it's kicked you out during this outage you might be in trouble, because of the error "cannot install or update the title's files." However, if you've had a successful activation, you can do one of two things: Either completely shut down your network (by disabling your network adapter if you're on a laptop, or unplugging your internet if you're on a desktop), or beat the "Master Server Check" at the very beginning of the game, before you log in. If you get to the profile select screen, it's too late. So close out and try again, which is why simply disabling your internet is easier.

I purchased the game while it was in beta, so I have been playing for quite some time. I have tried completely disabling my network adapter and/or unplugging my network cable.

I have successfully clicked cancel on this check, if that is what you mean here, but it just ends up telling me "this title isn't playable." No matter what I do, I end up at that message after a series of other message boxes.

This is definitely frustrating

Servers are still down and I'm pretty sure it's been more than 4 hours. I hope they can solve the problem before I need to got sleep.

Don't think servers are down for everyone.

I'm still getting the 12029 error and the ones that follow, while my friend is currently playing right now.

It's odd because I was able to access the servers last night, so if the servers are back up then why cant I access them?

I'm still unable to log in and it's been like this for more than 12 hours!

My hosts-file is clean. No need to alter that when using proper version anyway. It's not an firewall issue on my side either. I'm able to ping game.maniaplanet.com, mp01.., mp02.. but NOT mp03. Could this be a routing issue?
game.mediaplanet.com resolves to 178.33.248.151
mp01.mediaplanet.com resolves to 178.33.248.151
mp02.mediaplanet.com resolves to 178.33.248.149
mp03.mediaplanet.com resolves to 178.33.248.239 but does not respond to ping.

The stupidest thing is that I'm not able to play offline either. I've been unable to use my game for the last 12 hours. This is not good enough!

Any feedback is appreciated.
