I said trucks, you can also count light-weight trucks like pickups or vans if you like

Not that much. Coast car has perhaps 1.5 tons, not more. And it can still run fast, only acceleration is a bit weak.

Please don't always assume "everyone" has also your opinion, only speak for yourself.
Why do you absolutely want to make a vehicle slower than it could be?
If you want a totally unrealistic behavior, then hope that the vehicle physics can be changed by scripting one day, then you can have it.
Until then we will see which vehicles Nadeo will present, and I hope they will not be like you want it

That would be something quite different to the existing envis. I imagine tracks half in water, half in a futuristic coast city with lots of transition possibilities between the two areas.

For the underwater part some sort of tubes would be necessary:
- Transition road to tube, with a slope down to the water surface
- tubes underwater: slope, straight, turns
- Transition water tube to underground road, 1) slope, so you get beneath the lake ground 2) level, entering
horizontally the rock and standard tunnel roads.

(And with the Action Maker we could flush some fishes and other marine fauna )
