Even if I simulate the mirror you got I can still download, are you sure it's not Chrome/Firefox/Any other cache mechanism. Mostly Chrome remembers the redirections, and doesn't reload it from the server, this can be the case.
I asked the mirror to remove the redirection, it's really not usefull and can be a problem in this situations.

Me too. Seems this mirror got a problem. I guess the folder permissions are wrong, so no new folder can be created. We should let all mirror providers check that.

This file was not yet approved, but is now. Will take some hours to sync.
