Here is a tip for you: Regarding "Dictatorship", you better look up a dictionary, what this really means and what that has caused in the past, and is still causing now.

You forget that it is not the community which is developping ManiaPlanet, but Nadeo,
and they deserve very well the right and the priviledge to develop the things they want and how they want to have it.
Useless to repeat that many other game developpers don't respond to the community as Nadeo is doing.
In fact they are doing much more than you obviously want to see here
The Unlimiter Tool is certainly opening existing barriers.
But Nadeo want to have ManiaPlanet games accessible for everyone, and they don't want that right from the start "malformed" tracks get released with weird block positioned in the middle of the roads. Because Maniaplanet beginners would be totally confused and very soon bored because they can't drive the tracks.
It is a tradeoff between easy handling and complexity of the tracks.
Thats why unlimiter should only be used by those who know how to deal with it.
I'm sure Nadeo is happy about the diversity, but they want to control it, at least with what they are doing.
If someone releases a new Unlimiter Tool, they accept it, but you also have to accept they can't give much support for tracks causing issues.
E.g. the flickering textures comes from superposed polygons of different blocks at the same place.
You can't blame Nadeo for that since an unofficial tool was used.
