Sniper Tile

So, there's a tile that switches your gun the railgun, and allows you to zoom in using the Action key. (F2, 1, 7, 1)
However, when I try to place that, a wall forms behind it. As action is now zoom, the only way off of the sniper tile is to fall off. I can only remove it by placing another block from the same group beside it, however these also disable the action button. This can't be an intentional design choice, can it? Or am I overlooking something?
So yeah, is there any way to put a standard block (ie. F2, 1, 3, 1) next to this sniper tile?
