Lag on Elite servers

When I spawn I keep lagging out with spiked delta, it will spike to 100-110 and stay there and my movement rubber bands all over. This started happening since the last patch, happens on every USA server I join. I can play on EU servers without this happening. Sometimes it goes away and I go back to my 70 avg delta, then when I spawn on Offense or Defense it spikes to 100-110. Any other reports of this?
