[B3.1] Stadium - blue border signage +cp helper missing

- Blue border signage is not working (probably no .bik files available) resulting in black/red squares if chosen anything but default
- There's no directional helper when placing checkpoints
- overkill on reflection on roadblocks is annoying, resulting in flickering seams between blocks.
(small request, can we have the not so steep concrete blocks from canyon in stadium too? (the 25 degree angled ones))
