You can not delete dirt or water from the corners of the map

Indeed it is not deleted if you drag the mouse over many blocks on the edges.
I guess it is somehow a feature of editing, to have a small dirt or water border there as well

But in fact you can still delete it if you press X and click on a single block of water or of dirt
