It would be interesting to know which block you are using exactly.

Did you select any block at all?

The so called terraforming blocks (mountain, water) are always at the lowest possible level (ground, next mountain top).

Only some of other blocks (street, concrete etc.) can be moved vertically.
Some blocks have again tight binding to the ground so they "follow" the landscape.

If this is still not good enough as answer and still not working,
I recommend you to check for some editing tutorials,
and to post at least a screenshot of your current editor view here ;)

make sure you are following the tutorials for exactly the same game, as the editor has changed a bit between TrackMania first series and the actual in ManiaPlanet.

Check out the help in the editor as well, it gives a few hints.

yeah its a tutorial for shootmania: storm. but here are some of the screen shots. all blocks are stuck to base height of the ground, in the background of these i have elevated terrain and the blocks will raise to that but if you try to extend it farther than just one block it will not stay at a consistent level and will drop to sit on the surface of the ground it is over.

doesnt matter what i choose, not one block will ever elevate

I just have tried to check.
ManiaPlanet Storm: working fine.

Steam Storm: working fine

Which kind of mouse do you exactly have? Are the drivers up to date?
Did you change the default step increment of the wheel to a much faster setting perhaps?

What about moving the editors cursor with the arrows around, and using Page Up and Page Down keys, is this working at least?

Please also go to the configuration tool, advanced, peer2peer, and there clean the cache.

What do you mean with "it won't register"? Do you have another issue, not related to the editor? :|
