2-3-2 Cannot place

I've built a lot maps so far.. spend so much time in the map-editor so far.. and I don't excactly know how to build the block ''2-3-2'' That gate with that road..
Can't place it!! Pls help

Block 2-3-2 is in fact not the arch, but only the path at the bottom !
You first have to place 2-3-1 as archway, with a path 7-1-x on both sides of the wall,
and only then you can use 2-3-2 at the bottom to connect both parts of the path under the arch
