My mouse wheel doesn't raise/lower blocks. However, if I press the Alt key then I can zoom in and out with the mouse wheel, as well as scroll in all menus and stuff.. Did anyone had anything similar? I cant change or find an alternative way to raise/lower blocks so I can't literally make a map can somebody advise me please?

You can use PageUp and PageDown.

ManiaPlanet does not support "partial" scrolling. It only supports scrolling in full studs and your mouse probably supports "partial"/"smooth" scrolling.
For my Microsoft Mouse I had to set it correctly in the driver's settings. http://i.imgur.com/lpFbDzE.png
Setting that, restart ManiaPlanet and it works again.

I downloaded Microsoft keyboard and mouse centre (because I have Ms wireless mouse 3500) but I couldn't find the setting you illustrated in your post. The one that says "identify programs that dont scroll correctly" is not there :/ but thanks for the idea, what you said might be the problem I have

Press the mouse wheel on the mouse image first.

I found the page you posted but there is no option to select the program as it appears on you. All the other settings like vertical scroll etc. are there, except for this option.

You either have the wrong drivers, didn't install them correctly or your mouse just uses studded scrolling. Try restarting your PC to begin with.

Still the same after restart. Drivers are ok
