Keeps crashing on startup

I have just purchased Shootmania but I try and run it (after have installed it) I get the message "Your video card performance has not been found. A quick bench will be performed." The program then stops responding. I manage to end that part of the program and the "Play, Configure, Hep, Exit" window. I click play and then the program stops responding again.
I have installed my latest driver (AMD Radeon HD 7570M 3D Graphics), the latest DirectX, and tried the lowest settings under configure.
Any ideas?

Or you have opened too much programs.

Where did you purchase it?
How did you install it? Using administrator rights?

Hi, it's brand new and runs all other software except Maniaplanet software .. Trankmania does the some think.
I think I installed with Admin rights but will try again.
The machine is a work machine leased via a government tender and build via SCCM.

Did you enable usage of the video card?
I know from other laptops with AMD chips there is a switch, e.g. for Stamina.
If this is switched to preserve energy, a internal video chip with insufficient properties might be used instead of the AMD chip.

Please give more details about your laptop, e.g. manufacturer, model, etc., or in ideal case a link to the vendors page with the details.

When you start ManiaPlanet, please go to the configuration - Advanced configuration, then Video.
Which adapter is indicated at the upper right corner? Amd or Intel HD4000?
Is the Toshiba Eco utility running? What can you do there?
