"Supernoob" Dedicated Server Setup

I've been trying to set up a server for the last couple of days with the help of all the guides I could find. Even though most of them are pretty thorough and explains step by step how to do, I have absolutely no idea what I am doing. Therefore the result always end up with an error:
"can't load dedicated_cfg.txt"
or
"can't load matchsettings"
etc...
Is there anyone who know or are able to make a guide (video tutorials often do the trick) on how to set up a server so that even someone who finds it hard to understand textfiles knows how to make it happen.
Could this be done?
Feels like I'm asking for much

Yes, thank you. That was the tutorial I was using. Don't think I tried hard enough, dove back in there and got it to work.

Documentation is quite a bit fragmented.. best place to start is the wiki link posted above, with certain relevant bits being made 'up-to-date' by referring to

Ah, that is true.. keep forgetting that that's now where I always end up for quick reference regarding method syntax..
It's just sort of hard to try to explain 'everything'.. what info that is available is fragmented, not to mention takes a certain level of familiarity and computer 'savvy' to get through. There purely is no 'supernoob' guide.. you already need to know the basics of batch/bash and command line execution, intermediate knowledge of network configuration, basic knowledge of cfg/xml/ini formatting.. then refer to the documentation.
Should be enough to get you through.. though I am still encountering plenty of 'head-scratchers' five years into this game, such as not having any documentation specifying how to set the 'titlepack' to stadium at it's public beta release or no documentation regarding how to set the ladder ranking of said server.. Sometimes, just need to ask dumb questions to get dumb answers.
