Planets and ladder servers

Hi, I have a few quick questions...
1 - If I upgrade a server login to say a 70k ladder server for Royal. Can I then change it to Elite and play some Elite on the server, then change it back to Royal and it will still be 70K???
2 - If I then upgrade from 70k to 80k on the login, will that cost an additional 40K planets or only another 20k?
3 - If I decide to cancel being a ladder server and remove the 70k capability, do I get my planets back?
