Hah... I want more features that will come with Valley than Valley just as environment. Particles, actions... With Valley will come the biggest features!

triggerable actions, e.g. using a MT trigger, that would make dynamic parts of a block or custom object start moving ?

Yeah maybe like weather effects that could effect the handling of the car. Rain effects, snow effects and perhaps changing gravity effects could be something new. Also how about puddles on the ground to give the cars more sliding ability? Just my thoughts however if this could be done or done very easily I have no idea. I would just like to see a distinction separating the old from the new. However the game is still in Beta so who knows.

Watch the Valley trailer and you will see birds. I absolutely sure that it is actions. I think actions will start by triggers but I don't know what will be a trigger: block or another special thing.

It will be a particles. (Particle System as it named in UE)

The birds were asked about back in November 2012.

So it sounds to me like it's simply a feature of the block.

Of course, we know that Action Maker was demonstrated recently at ManiaGala, but it was only shown in connection with ShootMania. I'm curious what, if any, value it will bring to TrackMania in the future.
