I just tried, and there was not any of your issue:


Then I tried exactly your combination, and I confirm it does not seem to work
So I tried again, and it happens the roof can only be placed on two sides of the pool block, but not on all 4 sides!

And with block 8-1-3 it is similar, it cannot be placed at one of 4 corners of the pool block

I have not tried placing them again, but it was immediately after the "arrow-platform update", where you were able to drive in the water (Video on this Map).

It probably has to do with a specific orientation of the object .

still it is a bug, because it is not logical that those blocks cannot be placed in all directions
