If I make a 3d object and i set it to cost X planets then someone can buy the pack and use it in the maps he makes. But what happens if the map is used on a server? Will be players be able to play the map without paying ?

No, 3d objects can only uses in Titlepacks. If there is a titlepack with your 3d object, he has to pay this titleapck, because your 3d object is in this pack
