On the player page you have to select the right game (or title).
If you have a Elite Server, you need to select the title "Elite", as example.

And in the server script you also need to update your configuration according to the ladder server rules.

You have to remove the 60k before adding the 70k.

(Moreover it allows you to get back the deposit you made for 60k)

One more question, are all the limits from 0 to 60, 0-70k etc automatically when you add server? Or are there some hidden limits, like you have to have 10k already so can play ? Or can everybody join freely?

You can have any limits for your server, but then you cannot make it work as official ladder servers.
Official ladder servers respect the limits please
