that's exactly how it won't work
when they "just" release it it will have bugs and won't be finished completely, so they have to keep working on it
but they can't just say "we will fix the bugs of the action maker after the other bugs" because then many want to work with the action maker and if it's bugged that's not possible
fixing the bugs might even cause the work that has been done by the community to be invalidated and so you have to create everything again

so there needs to be time available when releasing a big feature like the action maker
but if they take the timer for the action maker all the hundreds of hundreds of bugs ALREADY IN the game won't be fixed for another period of x months
