[Editor] Macroblock selection cannot be raised or lowered

How to reproduce:
Draw some track parts, or some buildings.
Use the macroblock selection to cut out the blocks.
Try to raise or lower the blocks: it doesn't work. This means all those blocks have to be placed by hand individually on higher layers, like mountains or on top of non-track or building parts.
Tested in Stadium, e.g. with block 8-5-3
