I found the bug. The only track included in the Pack was A01, the other tracks are not included in the .pack.gbx file.

I don't know how servers work but you can download the title pack directly from here. I think you just need to say the server that it should use the pack
Maybe i do have to edit the "visibility" of the tracks in the pack, so you can use them in the server. Just tell me, I can edit and update the pack if necessary

so in case of Elite its /titleid=SMStormElite@nadeolabs

in this case i guess:

Thanks, it works! The only problem was to create a working MatchSettings file, but fortunately I found this (german) video showing a very easy way to create one (You can find the result (for White) at http://paste.j5lx.eu/pjgme5fol).
