What causes this flickering i see at the start block on the lights used to start race?

I have seen this flickering in all environments that use these lights, but not all maps what could be the cause of this?

Some see it, some don't.
Already reported during the beta but not fixed yet.

Try to set water reflect to medium, than the only solution I found.
