I have every Trackmania 2 but I can't open the Trackmania 2 title (the one you can use every car in every environment) on Steam, when I click it they tell me to reset & update with Steam but it just goes in a loop.

As far as I know, this title currently only works on the standalone version of ManiaPlanet,
as it needs all three titles to be installed all together.
In Steam, each title is handeled as separate game (also separate setup in Steam subfolders), so it misses packs.

I just tried, I have the same error ("Maniaplanet needs to be restarted to load this title").

Also after copying the "missing" packs from the standalone version to the Steam it does not work.

You could install the standalone version (provided you have keys for all three titles Canyon, Valley and Stadium) and run the TrackMania² title there.
The setup files you can find in your profile in game, click on Player Page, there see at Accounts -> Downloads.
After the install, chose "Use existing account" and enter login name and passwort of your actual ManiaPlanet account.

I was about to do that but it will take a long time and space but it's fine. Thanks.
