Imo this mode looks very interesting, so what is it, is NADEO still working on it?

Reminds me on LoL, a MOBA-Titlepack would be funny

This was only a script done for internal game feature testing, like picking up and dropping of items.
Hylis is explaining this when he launches this mode.

Btw., they used the mod Wastelandsfor the textures.

Showcased in April 2013 showing new weapons, characters, healing stuff, visuals... And then in April 2014 they release the weapon-maker (actionmaker) without any weapons....

Regarding items usage, Quake-like mod and Speedball already have shown some nice ideas, perhaps you should look at those.
