Not directly.
Server admins who see this can ban that user.
Nadeo admins need to check if there were older reports for the same user and ban him, or at least warn to behave properly.
But if it is a demo account, the chances are very small that this silly user will ever be reasonable.

Une 20ène de comptes différents à ma connaissance (anti-francais, leewoo, leretourduchinois, j-avais-envie, -osef-, goupix, ryujin-jakka, brainfucker, seek-team, allgame, ryujin-jakka, -le-pere-vert-, yes-i-am, -wesh-, pierre-marcel, -skyyzo-, mais-mek, je-t, abusay).
Banni IP et blacklisté de mon côté en tout cas.

I think I understand know why this guy (Spymach1ne) in the screen have a problem with french guys, but I could be wrong too

i dont know frech, so i cant judge whats beeing said in the screen, but like kripkee i can give some 'reasons' for disliking french too.

I actually had spotted many racist, insulting and whatnot.
A 20ène different accounts to my knowledge (anti-french, leewoo, leretourduchinois, j-had-envy, -osef-, Vulpix, ryujin-Jakka, Brainfucker, seek-team, Allgame, ryujin-Jakka, -the-Lachaise green-, yes-i-am, -wesh- stone-marcel, -skyyzo- but-mek, I did, abusay).
IP banned and blacklisted from my side anyway.

I really don't understand why a lot of people dislike french guys and insult them....

I also received without reasons some insults from 2 german players during an Elite match about my nationality but this was a long time ago and I didn't report them. It happens a lot of time later in others servers but I was not paying attention.

If you hate french people can you explain us why ? I should know why people insult me without reasons
