In the ingame editor there is a bar where you can set the shinyness (dunno exactly where, because I skin outside of MP).
Outside of MP shinyness is the alphalayer in the diffuse.dds (grayscale).

You have to apply an alpha channel to the pic. White is most reflective/shiny, black is no reflections/matt and different grey tones are all in between. The DDS has to be DXT5 with mipmaps.

hmm ok i understand but as a beginner in Photoshop i wouldnt know how to do it, isn't it when you Get all templates together, Select and paste into the alpha 1 thingy?

Yes, that looks fine. Now export as skindiffuse.dds as DXT5 with interpolated alpha and mipmaps!

EDIT: The pure black alpha will lead to no reflections at all btw.

That's what i was doing mate, so there must be a way to take off that shiny thing that ruins the car skin basically ... can't seem to find what does that ... and when i change it directly ingame it makes the carskin reset to black :/
