Disable the antivirus before starting maniaplanet. And start it with admin rights.

I did this a dozen times without results, now it only need 21.2mb to update, it runs till 103´% and then returns to 12.6mb, this is unlimited

Then uninstall, download the full setup from the player page, and install this (again with av disabled and admin rights).

I did downloaded from playerpage and reinstalled, all keeps hangning :S

that's bad. Restart your PC and try sometime later, perhaps the servers have some issues at the moment.

i'm having same problom.
reinstalled 3 times, restarted 25+ times
i even tried to modfy updater_files.txt (i dont know what it dose, but i tried it.)
"look at https://blablablabla.com/watafuuuuuuuuuu! it can work out for you!"
NO. i tried all solution to this kind of problom i can find on google and i can think of. none of it worked.
server problom? what, someone typed rm -rf on update server and it just died? nooooooooooo
EVERYTHING i tried to make this thing working

try restart game/pc... cheak.
try reinstalling it... cheak.
make sure game folder dose NOT have read-only flag... cheak.
try turn off AV and try again... cheak.
try to run as admin rights... cheak.
registry *beep*... working on it... it's harder then it looks.
try to remove any skins/mod/etc... NO, I DONT HAVE ANY.
try to reinstall and try again.... WHAT THE *BEEP* YOU JUST READ?!

you forgot the basics: Firewalls, and Defender... 
Normally, a clean setup is sufficient. But the more you twiddle around without really knowing, the less is working.
When you uninstalled, did you also delete the contents in C:\ProgramData and also in the user folder (typically C:\Users\YourWindowsUserName\AppData\Roaming or \Local).
And, what really everyone forgets in such kind of support queries, is to tell more about the own system
