Sorry if this is a really stupid question, but if I downloaded Trackmania Valley through Steam, can I still use any tracks downloaded from mania exchange or do I need to find a different way to get my hands on them?
If I can download them do I just save them to my Valley folder within my games directory or what?

It makes no difference, you can use maps from any source, not just mania-exchange or steam.
Unless you (or steam) changed something, you would put them in ~~My Documents/ManiaPlanet/YOURSELF/Maps/ANYWHERE YOU LIKE HERE (you can make your own folders etc)
If you have the game open, use the refresh button on the map browser to see them.
Equally, you can upload to mania-exchange too, and all of the sites users can access your map.

Awesome thanks for clearing that up. I kind of figured that would be the case, but seeing as how I am easily confused I figured it was best to check with people who knew their stuff!

So I'm back with another stupid question!
I found some maps on the exchange site linked in the first post and downloaded them. I then went into trackmania valley, to the load tracks screen and clicked on a map and then... nothing.
I can make it work if I open the map in a windows explorer window but is there a way in the game itself to just play the maps as soon as I have downloaded them?
Am I missing a step?

I recommend this.
If you use steam, assign the maniaplanet protocol to the TMValley's exe.
I don't use steam (since it only brings troubles), but for Portal 2 it would be:
D:\SteamGames\SteamApps\common\Portal 2\portal2.exe
for me. Yours is probably different.
Hit WIN+R -> Regedit -> OK.
Open HKEY_CLASSES_ROOT, and find maniaplanet (or create it, if it doesn't exist).
Set everything like this screenshot:

On mania-exchange you can then press Install & Play, and you can play the map instantly without any troubles.
Easier would be to not use steam of course (then this is automatically configured), but the above explaination makes it work if you use steam as well.
