Hello, does anyone know how to remove this blue circle with a "N" inside that is on top of everything in the game, when in the lobby or in game, and even on top of the steam overlay I have?

I don't know what that is, but it looks like some piece of software you have installed on your PC..

You could enable or disable this function in Nahimic control panel.
