[PRIORITY 1][BUG] Aparently, no horns work

So we had a genreal test yesterday and we came to the conclusion that horns that utilize locator files do not work anymore.
I have no idea why but no one can seem to be able to download horns from locators. It works fine locally but no one wants to hear their horn alone.
I haven't tried to use P2P but i suspect that doesn't work either.
Could to investigate this and report back to us, Nadeo?
