Wait for more players when joining server

Hey everyone,
I made a dedicated server so that I can play Trackmania2 Stadium with some friends. I want to start the first race when we are all connected, and not when the first person joins the server. Is there any way to have a delay at the start, so that the server takes about a minute before starting the race? Alternatively, Is there a way to set a minimum number of players, so that the server only starts when we are all connected?
