Most lagoon signs only display correctly with the Texture Quality Setting set to "High". On all lower settings, the signs are broken. Here is a comparison of all settings:
High:
Medium:
Low:
Very Low:
After tinkering around with all settings, I think that the issue only depends on the Texture Quality Setting, but if you can't reproduce it with only this setting, here is the full list of settings I used for the screenshots:
System Specs:
Intel Core i7-2600
8GB Ram
Nvidia GTX1050TI
Windows 10 (x64)

Re: [MP4] Texture Quality Setting can break Lagoon signs
Thanks for looking into it Marc
Initially I though that only the green left arrow was affected, but I investigated some more and found out that pretty much all signs can be broken :
Most signs display correctly when you place them down, but after the game is restarted they break (If TQ setting isn't high)
So I did place some more testing and was able to break every one of the 8 signs I tested. Here is another comparision of how the TQ setting influences the signs:
Texture Quality High: Texture Quality Medium: Texture Quality Low: Texture Quality Very Low:
