How to change permissions of comands ?

Hi there,
is it possible to change permissions from some comands, like "/kick" from player level 1 to player level 2 ?
If yes, where can i find the file, wich i have to edit ?

First of all its not possible!
Secondly,if you dont want operators to kick you should not get operators anyway in my opinion.
Why would you have an operator if he is not allowed to take measurements with players who should be kicked?
Operators cant ban but only kick, so therefore its only level 1.
When you make someone operator or admin on your server you should always do that because you trust that person.
When an operator or admin does stupid things the name of your server is on the line.
Also a good reason to never make someone operator or admin just because he wants that to be, its a task with responsibillities!
When you know you work with good trusted people it will only help to improve the quality of your server and therefore you should trust your operators to kick, your admins to ban etc etc etc

i wanted to have the operator rank only use one comand, (for my gravity server).
bc its a bit hard for me to implement a new vote comand for changing gravity,
so my simplest solution i could think about was to give the operator only the ability to change gravity and nothing else.

I think a better solution would be to make a special role specifically for that purpose probably using some PyPlanet plugin.

Are there some informations out there, on how to add a new role to pyplanet ?
or is there a app wich can manage roles ?
