I don't know if that is an issue...
I have a GTX 1060 6GB and in the launcher, i can see 3079Mb.

It's not an issue,

Maniaplanet is 32bit so yes it can't map/use more then 3gb of memory.
Not sure ift's just the launcher or if the application does the same.

Anyway don't worry about it.

It's only the launcher, which is not available as 64-bit application.
The debug version of Maniaplanet (the 64bit executable) shows the correct memory.

However, it is relatively irrelevant for the game if you "only" have 4GB video RAM or if you actually have more.
What rather counts for the launcher then is the video card and its properties.
