[TM2] Art - Blurry Textures

Been playing around with the graphics settings trying to get a decent trade off between quality and frame rate. However no matter what settings I fiddle with the textures still look low quality and blurry -

Pentium Dual Core 2.0Ghz
3GB Ram
ATI Radeon HD 3650 (DXDiag estimates it has 1528Mb memory) - Driver is 8.17.0010.1077
Direct X 11
Game settings
Resolution - 1440x900 (4:3 Wide, doesn't have 16:9/16:10 for some reason)
Shadows - High
Shader Quality - Nice
Texture Quality = High
Max Filtering - 4x
Geometry Details - Normal
Texture Decals - Both on
Post Process FXs - On
Quality of Cars - High, medium opponents
Particle quality of cars - High, medium opponents
Player Shadows - Me
Player Occulusion - Me
Suggestions?
