I just updated to RC1 , and i completed the individual play white and green . At that screen it shows me some ranking with green numbers ( skill points) . this appear only at individual play . My question is :

Why my skill points are 0 if i completed the white and yellow ,and the other players from my country have them ?

What do i do wrong ?

Only official races count towards your solo mode skill points count. Just doing one run of a level and moving on isn't enough to acquire skill points.

So we have to play about 5-10 times on one map?

When you return to a track you have a gold on, if you look in the lower right corner you see a silver trophy with a timer, when that timer reach 0:00 you can make one official attempt for the leaderboard. Regardless whether you complete that run or not you will have to wait another 5 minutes to make another.
