[TM2] Controlers - hot seat bug?

Yesterday I played in hot seat mode with a friend and their was some mess with the controlers or the controler settings:
1. my friend finished a race / reached the goal.
2. now it´s my turn, but when I try to go forward, the car goes backwards - the controler doesn´t work as supposed to do by the controler settings.
3. I respawn / back to start
4. controler works as supposed to do and I am faster than my friend
5. [go back to 1. and the same happens again]
And when it was my friends turn after I finished a race,
his controller didn´t work as supposed to do after his first respawn / back to start.
After his second respawn / back to start
Is this a bug in the game?
