method ForceSpectatorTarget() does not work.

hi
there is a probleme with spectator camera.
1) server cannot use ForceSpectatorTarget cause it doesnt work
2) in game , players have many problems to follow a teammate with camera : changing the cam mode (replay, follow..) and mode auto manual are not working as well as expected.
Hope next server/game update will fix that, relay race server need it
