It says I have zero.

After you get a gold medal on one of the campaign tracks, you'll have the option to race in official mode once every 5 minutes. You should see a timer in the bottom right corner of the screen. When the timer reaches zero, you'll be asked if you want to race in official mode the next time you restart the track. You'll gain skill points based on how your official time ranks compared to the official times of other players.
