I think he's talking about how the vegetation always faces the camera, just like the trees in Super Mario 64.
Billboarding is when a 2D sprite always faces the camera in a 3D world.

I can understand their complaints, but the only place where this would really be a legitimate problem would be in rendering 3D HD vids...

Full 3D everything would make it practically impossible for anyone besides NASA to play TM2.
Still, things do need to be improved graphics-wise on the account of plants and clouds (clouds especially). Take a page out of Mojang Studios' book and put the clouds on a moving skybox. You won't even have to change the files for the clouds. The plants could use better resolution (rendered photos, maybe?), but that's more or less it.
Most of this can be fixed with a mod, however.

CUDA/OpenCL accelerated this would be faster then the billboarding now. Rendering one or ten or a hundred costs
nearly the same.
At least for the video rendering... Or when you crash, all plants 10 meters away rendered using this technique
Not counting I would really really really really really really love to see this in action in a real game. Just for the lulz of it.
